Kyle Nye Davis, 34, of Crystal River, FL, was arrested by the Florida Highway Patrol at 1:21 am, Sept. 18, at W. Grover Cleveland Blvd and S. Centennial Ave. in Homosassa, FL, charged with driving while impaired ($1,000 bond). The report stated that Mr. Davis exhibited signs of impairment, performed poorly on roadside sobriety testing, and his breath alcohol test results measured 0.192 and .0197 (the legal limit is 0.08).

Zachary William Decarlo, 26, of Beverly Hills, FL, was arrested in the 2400 block of N. Florida Ave. in Hernando, FL, at 2:21 am, Sept. 18, on two Citrus County warrants: one for driving while license knowingly suspended or revoked (second offense) and possession of drug paraphernalia, with a bond of $1,000; and the other for failure to appear in court on a misdemeanor charge of driving while license suspended or revoked (second or subsequent offense), with his bond set at none.

Pamela Lynn Dellich, 48, of Inverness, FL, was arrested at 11:45 am, Sept. 18, charged with possession of a controlled substance ($2,000 bond). The report stated that a deputy was dispatched to the Homosassa Walmart store parking lot due to the report of a woman who appeared to be asleep inside a vehicle. The deputy who arrived on scene reported that he noticed the smell of cannabis coming from the vehicle and noticed a "roach" (a cannabis cirarette butt) in the vehicle's cup holder. The report stated, that when the woman, Ms. Delelich, exited the vehicle, a plasic bag that contained 1.64 grams of methamphetamine, fell onto the vehicle's floorboard.

John David Elliott, 71, of Homosassa, FL, was arrested at 9:52 am, Sept. 18, during a traffic stop near the Sugarmill Restaurant, located at 5446  S. Suncoast Blvd. in Homosassa, due to the vehicle weaving between two traffic lanes. He was charged with driving under the influence (DUI), with his bond set at $1,000. The report stated that Mr. Elliott, the driver, performed poorly on roadside sobriety testing, and his breath alcohol test results were 0.195 and 0.194 (the legal limit is 0.08). He was also issued a written warning for failure to maintain a single lane, and a citation for driving under the influence.

Jordan Nicole Garcia, 24, of Beverly Hills, FL, was arrested at 2:58 pm, Sept. 18, charged with violation of  an injunction by contacting the petitioner, directly or indirectly, by phone or other means of communication (no bond).

Michael Scott Farmer, 57, and Kellysue Bergman Terrill, 58, both of Crystal River, FL, were each issued a notice to appear in court citation at the Lecanto Walmart store at 4:31 pm, Sept. 18, each charged with retail petit theft of more than $100, but less than $750. The two are accused of bagging $188.15 in merchandise they did not scan or pay for, then of  leaving the store with the merchandise (which was recovered).

Lance Allen Frament, 48, of Dunnellon, FL, was arrested at 3:31 pm, Sept. 18, charged with possession of an unauthorized identification card ($5,000 bond). The report stated that Mr. Frament's Florida driver's license did not state "sexual predator" in the lower right corner of the identification card, which is required by Florida State Statute of a convicted sexual offender or sexual predator.

Terrance Lee Hester, Jr., 20, of Tampa, FL, who was already in custody at the Citrus County Detention Facility, was arrested at 4:50 pm, Sept. 18, on a Hillsborough County, FL warrant for unlawful assembly during which three or more people meet to commit an unlawful act, and burglary of an unoccupied structure ($5,250 bond).

Joseph Kubina, 18, of Dunnellon, FL, was charged with a felony at 8:45 am, Sept. 18, knowingly altering, removing, or disguising the serial number of a firearm.

Kristina Rinier, 39, of Inverness, FL, was arrested at 9:35 pm, Sept. 18, during a traffic stop conducted at N. Arkansas Ter. and E. Van Ness Rd. in Hernando, due to a stop bar violation. Ms. Rinier, a back seat passenger, was found to be in possession of 1.18 grams of heroin, 1.41 grams of cannabis, 3 syringes, and a metal spoon that contained heroin residue. She was charged with possession of a controlled substance, possession of cannabis less than 20 grams, and possession of drug paraphernalia ($4,000 bond).

Kevin Michael Vrabel, 36, of Beverly Hills, FL, was arrested at 12:29 pm, Sept. 18, charged with failing to register as a felon within 48 hours of being convicted of a felony in Florida ($500 bond). The report stated that Vrabel was convicted of a felony on Sept. 20, 2010, and lives within Citruc County, but had never registered as a convicted felon in Citrus County, FL. 

Levi Cooper West, 22, of Inverness, FL, was arrested at 4:30 pm, Sept. 18, charged with 2 separate counts of driving while license knowingly suspended or revoked ($2,000 bond), which placed him in violation of his probation, so he was additionally charged with violation of felony probation on an original charge of possession of methamphetamine (no bond).
