The arrest report stated that a deputy was dispatched to the AmVets club, located at 13751 NE 52nd Place in Williston, FL, due to a report of a suspicious person. The person who made the complaint told the deputy that she was driving on Highway 27 when she observed a man, walking along the side of the highway, throw an object at a passing semi truck. She said that she moved her truck into the lane further away from the man, and when her truck neared the man, he threw an object that struck the front quarter panel of her truck, so she pulled into the AmVets club parking lot to report the incident to the LCSO as the suspect ran down Highway 27 toward Williston.
While the deputy was driving in the area, in an attempt to locate the suspect, the deputy received word that the suspect had returned to the AmVets club, so the deputy returned to the Amvets club, pulled the patrol vehicle onto the shoulder of the roadway with its emergency lights activated, and asked the suspect - identified as Phillip Sisk - to come to the front bumper area of the patrol vehicle so they could speak.
The report stated that Sisk got into a fighting stance with his first balled, cursed the deputy, and refused to comply with the deputy's request. Sisk started walking from the deputy, who threatened to use a taser (electronic stun weapon) if Sisk continued to walk away. The deputy reported that Sisk told the deputy, several times, that he wanted to be tased, that he's "made out of lightening," and the deputy told Sisk, that he didn't want to tase him; he wanted to talked with him.
Sisk briefly spoke with two deputies before running away, and this time, the deputy used the taser, which caused Sisk to fall to the ground; the report stated that four probes made contact with Sisk. The deputy placed Sisk into handcuffs and into the rear of the patrol vehicle, while waiting for emergency medical services to evaluate Sisk's medical condition (he was medically cleared by first responders). According to the report, Sisk told the deputy he wanted to be tased, that he could now check it off of his bucket list.
Witnesses told the deputy, that when Sisk returned to the AmVets club, before the original deputy arrived back on scene, he threw pine cones at them.
