Ryan Anthony MacDonald, 35, of Hernando, FL, was charged with illegal possession of a controlled substance, and possession of drug paraphernalia ($3,000 bond).
William J. Cohill, 18, of Dunnellon, FL, was charged with leaving the scene of a traffic crash involving death ($15,000 bond). The arrest was the result of a hit and run traffic crash that occurred at 11:38 pm, Sunday night, July 31, on W. Grover Cleveland Blvd., east of S. Missouri Dr. in Homosassa, FL. According to the Florida Highway Patrol, Mr. Cohill was driving a sedan, traveling west on W. Grover Cleveland Blvd., and failed to observe a 40 year-old man from Homosassa who was peddling a bicycle, also traveling west on W. Grover Cleveland Blvd., and the sedan collided into the rear of the bicycle and bicyclist, who suffered fatal injuries at the scene of the crash. Mr. Cohill fled from the scene of the crash, but was soon located by Citrus County deputies in Crystal River, Florida. Cohill carried two passengers, both 17 years-old, and both male, one from Bensalem, PA, and the other from Crystal River, FL.
Derrick Herman Washington, 41, of Inverness, FL, was charged with misdemeanor domestic battery (no bond).
Tyler Richard Leonard, 39, of Lecanto, FL, was charged with assault of a law enforceement officer, firefighter, emergency medical services provider or public transit employee; resisting an officer without violence, and misdemeanor battery ($4,000 bond).
Michael Shane McVicker, 38, of Weeki Wachee, FL, was charged with resisting an officer without violence, and possession of drug paraphernalia ($2,000 bond).
Joseph Keenan O'Donnell, 28, of Hernando, FL, was charged with violation of a condition of pretrial release on a domestic violence arrest (no bond).
Loi Maylene Wiley, 21, of Bushnell, FL, was charged with possession of drug paraphernalia ($1,000 bond).

Nicholas Stephen Jones, 37, of Lecanto, FL, was charged with trespassing in an occupied structure or conveyance ($1,000 bond).
Brian Russell Brelsford, 53, of Hernando, FL, was arrested on a Citrus County, FL warrant for trespassing on property other than a structure or conveyance ($500 bond).
Daniel Paul McKeown, 38, of Homosassa, FL, was charged with trespassing after warning ($1,000 bond).
Tyler Scott Simmons, 29, of Orlando, FL, was arrested on a Citrus County, FL warrant for violation of felony probation or community control (no bond).
Debra Ann Rosenthal, 58, of Beverly Hills, FL, was charged with illegal possession of a controlled substance, driving while license knowingly suspended or revoked, and fleeing from or eluding a law enforcement officer in pursuit in a marked agency vehicle with activated lights and sirens ($4,500 bond).
Laura L. Perez, 46, of Beverly Hills, FL, was charged with trespassing on property other than a structure or conveyance ($1,000 bond).
Donna Suzanne Perry, 63, of Hernando, FL, was charged with felony petit theft - two or more theft convictions ($5,000 bond).
Luis Manuel Muniz, 52, of Beverly Hills, FL, was arrested on a Citrus County, FL warrant for three counts of familial or custodial sexual battery of a person under the age of 18, a capital felony; and sexual battery of a person under the age of 18, a first degree felony (no bond).
Joshua Ryan Evans, 31, of Inverness, FL, was charged with resisting an officer with violence ($5,000 bond) and domestic battery by strangulation (no bond).
Jarred Michael Gard, 25, of Inverness, FL, was charged with criminal mischief of $200 or more but less than $1,000, and disorderly intoxication in a public place or endangering another person while intoxicated ($3,500 bond).
Scott Ronald Parish, 47, of Homosassa, FL, was charged with petit theft of $100 or more but less than $750, possession of drug paraphernalia, and burglary of an unoccupied structure ($7,000 bond).
Charles Greg Brendel, 42, of Crystal River, FL, was charged with felony domestic battery by strangulation (no bond).
UPDATED: Robert David Blackman, 75, of Inglis, FL, was charged with misdemeanor battery ($1,000 bond). The arrest report stated that deputies responded to a residence due to the complaint of a distrubance, where the victim told deputies that Mr. Blackman had struck her several times, scratched her arm, hurt her hand and pulled her hair. Mr. Blackman's statement to the deputy was redacted from the report. However, a witness told a deputy that she saw Mr. Blackman punch the victim's face, and he was taken into custody.

He was also arrested on a Citrus County, FL warrant for failure to appear in court on a misdemeanor charge (no bond).

UPDATED: Omar Galarza, 32, of Crystal River, FL, was charged with intentionally displaying his genitalia while a detainee in a correctional facility to an employee of the facility ($2,000 bond). The report stated that Mr. Galarza was an inmate at a correctional facility, and several times he commented to an employee of the facility that she was pretty, and the employee ignored Galarza's comments, and Galarza also asked the employee to bring him some toilet paper, and when she returned to the cell and opened the cell's food port to give the toilet paper to Galarza, that he exposed his penis in such a manner that it was sticking out of the food port.
