December 2023 Land Development Updates

The development permits/applications listed below were recently filed with the Citrus County Board of County Commissioners (BOCC) Department of Growth Management. For more information about the information below, or Citrus County Land Development, call 352-527-5239.

BEVERLY HILLS, FLORIDA

• Clark Stillwell, on behalf of multiple owners, has requested a Comprehensive Plan Amendment (CPA)/AA/PUD. Tuscany Ranch proposes up to 275,000 square feet of business/commercial/office use, and 7,265 residential units on approximately 1,642 acres in Beverly Hills. The site lies on the east side of CR-491 north of N. Forest Ridge Blvd. and extends to the east and north. The application was discussed by the Planning and Development Commission (PDC) on December 7, 2023, and the applicant requested a continuance prior to a recommendation. Public hearings with the PDC and BOCC are not currently scheduled, pending resubmittal by the applicant.

CRYSTAL RIVER, FLORIDA

• Nichole and Shanon Mixon, on behalf of John and Sandra Brown, have requested a CPA/AA. The application proposes to change the zoning and land use designation from Low Density Residential (LDR) to General Commercial (GNC) on approximately 0.92 acres at 3531 N. Pistache Ave. in Crystal River. The application will be reviewed by the PDC on February 1, 2024, before proceeding to the BOCC.

• Terry LaGree has requested a CPA/AA and amendment to an existing PUD for a site at 2095 N. Miller Run Terrace in Crytal River. The site contains approximately 3.3 acres, and the request would change the site from Professional Services/Office (PSO) District to High Density Residential (HDR) District, to allow approximately 56 multi-family units (the site was approved for 32 units in 2021). The application was recommended for approval with conditions by the PDC, and is tentatively scheduled for review by the BOCC on February 20, 2024.

DUNNELLON, FLORIDA

• Frank Dalicandro has requested a Development Agreement Amendment (DA) which would amend the existing DA for Crystal Pointe, Units 2 and 3 (approximately 75 acres). The application proposes to reduce the minimum lot size and cluster units, with increased open space, as well as reducing roadway widths, with no increase in the overall number of units allowed. The BOCC approved acceptance of an application request on May 25, 2023. The application was recommended for approval by the PDC on December 7, 2023, and will be considered by the BOCC on February 6, 2024.

• Harvest Church at the Barn has requested a building permit for a new house of worship at 200 W. Citrus Springs Blvd. in Dunnellon.

FLORAL CITY, FLORIDA

• Floral City Water Association has requested a site and building permit for a 30 feet x 60 feet carport at 8189 S. Florida Ave. (US-41) in Floral City.

HERNANDO, FLORIDA

• Hampton Hills, LLC has requested a PUD amendment to the Clearview Estates Development of Regional Impact (DRI) to extend the expiration date, allow residential uses up to six (6) dwelling units per acre in office or commercial areas, and allow interchangeability of remaining undeveloped non-residential uses in any residential and non-residential areas (not to exceed existing approved DRI project totals). The application will be reviewed by the PDC on February 1, 2024, before proceeding to the BOCC.

• Hampton Hills, LLC has requested an amendment to the Brentwood PUD – specifically, to the Davis Reserve area. The application proposes to allow for the installation of a fence/wall up to 8 feet in height, and to increase the allowable multifamily density from 12 dwelling units per acre to 20 dwelling units per acre (without increasing the overall number of allowable units in the project). The application will be reviewed by the PDC on February 1, 2024, before proceeding to the BOCC.

HOMOSASSA, FLORIDA

• Cardinal Farms Group, LLC has requested a Development Agreement (DA) for a mixed-use site on W. Cardinal St. in Homosassa containing approximately 147.5 acres (5258 and 5585 W. Cardinal St., Homosassa). The application proposes up to 122,000 square feet of general commercial use, up to 150 hotel rooms, up to 434 multi-family apartments and up to 434 single-family detached/townhomes/villas. The applicant has met with staff in multiple county divisions regarding this proposal, which will be scheduled for public hearings once the applicant has submitted a proposed agreement.

INVERNESS, FLORIDA

• Sportsman Bowling Alley has requested an after-the-fact permit for expansion, including outdoor seating and bar/lounge at 100 N. Florida Ave. (US-41) in Inverness.

LECANTO, FLORIDA

• Aldi has requested a building permit for a new 19,432 square feet store at 3155 W. Norvell Bryant Hwy. (CR-486) in Lecanto.

• Ardurra Group, on behalf of Crystal Ridge Property Group, LLC, has requested a Preliminary Plat (PLT) application for Crystal Ridge, Phase 1. The site proposes approximately 236 single-family residential lots on 52.4 acres, and is the first phase of the previously approved Crystal Ridge PUD lying adjacent to W. Crystal Oaks Dr. and S. Rock Crusher Rd. in Lecanto. The preliminary plat was recently approved, but the applicant has not yet submitted improvement plans for infrastructure development of this project.

• Bohler Engineering, on behalf of 2022 Lecanto Lecanto, LLC, has requested to amend an existing Planned Unit Development (PUD) at 3499 W. Norvell Bryant Hwy. (CR-486) in Lecanto. The amendment would allow a multi-story mini warehouse use on the site and combine two previously proposed outparcels. The application was recommended for approval, with conditions, by the Planning and Development Commission (PDC) on April 20, 2023, and continued by the BOCC on June 6, 2023. The applicant has provided additional details, and the application will be discussed by the BOCC on January 22, 2024.

• Citrus Hills Investment Properties has requested a PUD to add a Master Plan on 24 acres adjacent to the Citrus Hills development at 61 S. Axis Pt. in Lecanto. The application proposes access through Citrus Hills for residential uses in a similar development criterion as that of Citrus Hills. The application has been placed on the January 4, 2024, agenda of the PDC before proceeding to the BOCC.

• Corta Development has requested an amendment to an existing DA with Gulf to Lake Associates at the Central Ridge Plaza on the southwest corner of CR-486 and CR-491 in Lecanto. The request would amend the DA to allow individual freestanding signs rather than the current requirement of shared signs between outparcels. The BOCC will consider acceptance of the request on January 9, 2024. If approved, the applicant can then commence application and staff will schedule future public hearings with the PDC and the BOCC.

• Crystal River Quarries has requested a site and building permit for the final phase of a processing plant, to include a processing tower and tank, at 2961 S. Lecanto Hwy. (CR-491) in Lecanto.

• Flower Time has requested an after-the-fact remodel permit, from a pet daycare to a flower shop, at 3869 W. Homosassa Trail in Lecanto.

• Gaudet & Associates, Inc., on behalf of Lecanto Preserve, has requested a PLT application for 769 lots at 3588 W. Gulf to Lake Hwy. (SR-44) in Lecanto. The site received PUD approval in 2022 for residential uses, and the preliminary plat includes some adjacent commercial parcels. The application is currently being reviewed by county staff.

• McKenzie Permitting, on behalf of Cartdav, LLC, has requested a CPA/AA to change approximately 2.1 acres, from Medium Density Residential (MDR) to General Commercial (GNC). The site lies at 645 S. Ponder Ave. in Lecanto, and the application is currently being reviewed for sufficiency by staff before being scheduled for public hearings.

• OLP Wash Partners, LLC have requested a PUD for a retail center at 1652 N. Lecanto Hwy. in Lecanto. The site, entitled CR 491 Retail Village, proposes six parcels that includes a Take 5 Oil Change, Chipotle, Chick-fil-A, Quick Care Med, and Ironton Storage Units. The application will be discussed by the PDC on January 4, 2024, before proceeding to a hearing by the BOCC at a future date.

• Pigeon and Associates, on behalf of Gulf to Lake Associates LLLP, has requested an AA that would amend the Pine Ridge Unit 2 Master Plan on approximately 147.6 acres. Amber Ridge West proposes approximately 382 single-family residential sites in an area currently designated for one- acre homesites at 4439 W. Norvell Bryant Hwy. (CR-486) in Lecanto. The application was continued by the applicant prior to discussion by the PDC, and public hearings are not scheduled at this time.

PINE RIDGE, FLORIDA

• CHW, as a consultant for the BOCC, recently conducted workshops with the PDC and the BOCC, to continue their work on a CPA for the CR-486 Interchange Management Area (IMA). The consultant has also been charged with creating Land Development Code (LDC) standards, which will be drafted once the comprehensive plan guidelines are in place, and future hearings/workshops will be scheduled.

• Pigeon and Associates, on behalf of Southern Oaks Property Group, LLC, has requested an Atlas Amendment (AA) that would amend the Pine Ridge Unit 3 Master Plan on approximately 221.9 acres. Pine Ridge Reserve proposes approximately 85 single-family residential sites in an area currently designated for golf course use at 5600 and 5601 N. Elkcam Blvd. in Pine Ridge. The application was recommended for approval, with conditions by the PDC, on July 20, 2023. A hearing with the BOCC was previously scheduled for September 12, 2023, at the College of Central Florida in Lecanto. The Citrus County Sheriff’s Office expressed concern about providing security for that location, so the meeting was then rescheduled to October 24, 2023, to allow the application to be heard in the commission chambers in Inverness. The applicant requested a continuance from that hearing, and the application will now be discussed by the BOCC on January 9, 2024.

SUGARMILL WOODS, FLORIDA 

• Germana Engineering and Associates, LLC, on behalf of Burgland Investments, LLC, has requested a PLT for Southern Woods, Phase V. The site is not part of the existing Southern Woods PUD, and proposes approximately 160 single-family residential lots on 40.6 acres in the Medium Density Residential with Homes Allowed (MDRMH) District. The site lies on the north side of Woodfield Circle in Southern Woods. A preliminary plat has been approved, with conditions by staff, and revised improvement plans for infrastructure development are currently under review.
