Tallahassee, Florida - On July 5, 2023, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) published a list of out-of-state license classes that are invalid in Florida, as of July 1, 2023, in accordance with Florida Senate Bill 1718.

This list notifies visitors of invalid licenses no longer accepted in Florida and is available on the FLHSMV's website at https://us-email-isolation.prod.fire.glass/?url=https%3A%2F%2Fwww.flhsmv.gov%2Fdriver-licenses-id-cards%2Fvisiting-florida-faqs%2F%3Fgeneral_portal_token%3Df96f5d09cb1d5b5728f20e1dcbb517fdc9d93637136ac4653e07e05d88e95246. The list currently includes the following states: Connecticut, Delaware, Hawaii, Rhode Island, and Vermont. Information regarding out-of-state license classes deemed invalid in Florida is subject to change related to the revision of driver license issuance requirements in other states.

Earlier this year, Florida enacted Senate Bill 1718 which, according to the FLHSMV, is the strongest anti-illegal immigration legislation in the country. Among other provisions, the bill prohibits the issuance of a driver license to anyone who does not provide proof of lawful presence in the U.S. and specifies that out-of-state driver licenses issued exclusively to illegal aliens are invalid in Florida. People who present an invalid out-of-state driver license during a traffic stop will be subject to the penalties outlined in Section 322.03 Florida Statutes.

"FLHSMV and its division of the Florida Highway Patrol are prepared to strictly enforce Senate Bill 1718," said FLHSMV Executive Director Dave Kerner. "...Florida will not accept driver licenses from those who cannot provide proof of lawful presence in the United States..."
