Inverness, Florida - New Citrus County Sheriff David Vincent has announced his newly appointed Executive Team, comprised of seasoned professionals dedicated to enhancing public safety, fostering community engagement, and strengthening operational excellence. This announcement reflects Sheriff Vincent's commitment to leading the Citrus Sheriff's Office with vision, transparency, and innovation.
The Executive Team includes:
Calvin L. Adams, Jr., Chief of Staff
As Chief of Staff, Chief Adams will serve as the primary advisor to Sheriff Vincent, assisting with the development, organization, coordination, and direction of the sheriff's office's strategic initiative.
Chief Adams brings multi-faceted experience in organizational leadership, budgeting and policy development. He retired in 2015 as the statewide Colonel, Director of Law Enforcement, for the Florida Fish and Wildlife Conservation Commission (FWC) with over 30 years of service. After retiring, he moved back to Citrus County and continued to serve our community as a volunteer firefighter with the Crystal River Fire Department, retiring in 2024 as the Fire Chief.
He is a graduate of the FBI National Academy, Session 237, and the Florida Department of Law Enforcement (FDLE) Chief Executive Session Course. Federal Certifications include Fish and Wildlife Service Federal Agent, National Marine Fisheries Services Agent, and Federal Emergency Management Agency (FEMA) Incident Command, He attended the National Oil Spill Response School, among others.
Chief Adams served as a statewide commissioner for the Commission for Law Enforcement Accreditation (CFA), was a committee member for the development of the Florida Fusion Center under the direction of the Florida Department of Law Enforcement (FDLE). He also served on the Florida Fire Chief's Association, Statewide Emergency Response Committee collaborating with the Florida Urban Search and Rescue Teams (USAR), implementing the Statewide Emergency Response Plan (SERP).
He has varied and multiple networking connections, which include: the FBI-National Academy Associates (FBINAA), International Association of Chiefs of Police (IACP), State Law Enforcement Chief's Association (SLECA), Florida Sheriff's Association (FSA), Florida Police Chief's Association (FPCA), Florida Fire Chief's Association (FFCA), FWC Officers Association, Gold Shield Foundation, Florida Marine Intelligence Unit (FMIU), Airborne Law Enforcement Association (ALEA), and Southeastern Association of Fish and Wildlife Agencies(SEAFWA).
Adams is a Florida native, graduated from Crystal River High School in 1982 and has an Associate of Arts degree. He and his wife, Olga, both grew up in Citrus County, and have many family members living in the local area. They have two children and two grandchildren.
David M. DeCarlo, Executive Director of The Office of Community Engagement and Transparency
Dedicated to building trust between the sheriff's office and the community, Executive Director DeCarlo will lead initiatives focused on community outreach, public engagement, strategic planning, and overseeing the CCSO volunteers while fostering meaningful commercial, residential, and non-profits partnerships.
Executive Director DeCarlo entered law enforcement in 1987 as a dispatcher with the Citrus County Sheriff's Office under then-Sheriff Charlie Dean. He worked through the ranks as a Deputy Sheriff, Investigator, Sergeant of the Special Investigations Unit, then served as Lieutenant and then Captain of the Criminal Investigations Division.
Director DeCarlo has worked in undercover capacities, seized criminal assets, worked child and adult sex crimes, supervised major crimes such as homicides and robberies, oversaw numerous department budgets, and was a 14-year veteran of the agency's SWAT Team, serving as SWAT Commander before stepping down due to an in the line of duty injury. He became the County's Emergency Management Director in 2015. In this capacity, he was responsible for the planning, response, recovery and mitigation of direct disaster response, man-made or by natural occurrence.
Executive Director DeCarlo earned a BA in Criminal Justice and a Master of Business Administration from Saint Leo University. He is also a graduate of the 102nd Administrative Officer's Course of the Southern Police Institute, University of Louisville and is a certified Florida Professional Emergency Manager (FPEM). DeCarlo's extensive 35 years of professional law enforcement experience in community advocacy will ensure that the voices of Citrus residents remain at the forefront of law enforcement efforts.
Thomas Bosco, Administrative Support Bureau Commander
In charge of critical administrative support functions, Major Bosco will oversee areas such as Human Resources, Finance, Information Technology, Staff Services, Emergency Management, Communications, and administrative services, ensuring that the Sheriff's Office has the tools and resources needed to fulfill its mission. With twenty-eight (28) years of Law Enforcement experience, his proven ability to manage complex operations makes him a vital asset to the team.
Major Bosco most recently served with the Florida Department of Financial Services as Bureau Chief of Support Services within the Criminal Investigation Division, where he was responsible for the Offices of Technology, Transparency, Training & Training Center, Information Technology, Human Resources, and the Office of Finances. He also oversaw the Divisions' fleet operations, quarter master, emergency response for ESF 16 and ESF 4 & 9, Division liaison with DMS regarding the State Law Enforcement Radio System (SLERS) and assisting command staff with managing the division's implementation and long-range planning.
Bobby Lambert, Law Enforcement Bureau Commander
Major Lambert is tasked with overseeing all frontline law enforcement operations within the agency. With a track record of success in law enforcement leadership, he is committed to delivering proactive, community-oriented policing. Major Lambert began his law enforcement career in 2004 as a Correctional Officer with the Florida Department of Corrections. In March 2005, he joined the Citrus County Sheriff's Office as a road patrol deputy.
Rising through the ranks, Major Lambert has worked in many capacities to include Deputy Sheriff, Field Training Officer, Tactical Impact Unit member, Community Crimes Detective, Patrol Sergeant, District Operations Sergeant, SWAT Commander, Patrol Watch Commander, Professional Standards Lieutenant, Training Lieutenant, and Special Operations Division Commander. As Law Enforcement Bureau Commander, Major Lambert will oversee all law enforcement operations within the agency.
A combat veteran of the United States Marine Corps, Major Lambert served during Operation Iraqi Freedom. He holds a Bachelor of Science in Criminal Justice Administration from Columbia Southern University. In 2015, he attended the 134th session of the Southern Police Institute's Administrative Officer's Course at the University of Louisville, graduating as a Dean's Scholar. In 2023, he completed Class 12 of the Florida Sheriffs Association Commander's Academy.
In addition to his operational duties, Major Lambert served on the Board of Directors for the Florida Special Weapons and Tactics (SWAT) Association. With 17 years of experience as an instructor at both academy and agency levels, he has earned numerous training certifications throughout his career.
Raised in Sumter County, Florida, Major Lambert and his wife, Kim, are both graduates of South Sumter High School and have been married for 24 years. They currently reside in Homosassa, with their two children.

The new Executive Team assumed their roles on January 7, 2025, and will focus on advancing Sheriff Vincent's priorities of community engagement, public safety, transparency, and operational excellence.
