Chiefland man, already in custody, linked to murder for hire plot of four people

Levy County, Florida - Levy County detectives closed a cold case, June 25, with the arrest of Phillip D. Quillen, 77, of Chiefland, Florida. 

Quillen is currently incarcerated at the Levy County Detention Bureau Charges with burglary, felony criminal mischief, and arson of an occupied dwelliing, with his bond set at $1,375,000 during his first appearance in court. Quillen was linked to this case with forensic evidence recovered from the crime scene. 

The victim of the crime listed above is one of Quillen's four targets in his murder for hire plot, according to a press release.

On July 14, 2021 detectives learned of a plot that Quillen had concocted to hire a person to murder several people he believed had wronged him. Quillen allegedly offered $5,000 for each of the four people he wanted killed, and he promised to pay an additional $5,000 bonus if all the murders were successful.

Detectives filed the additional charge of conspiracy to commit murder on July 20, 2021. Quillen has not been to his first court appearance in this new case.
