Tallahassee, Florida — On August 22, 2025, Florida Governor Ron DeSantis announced the appointment of James “Jim” Turner and the reappointment of Paul “Jack” Bispham, Johnnie Hall, and Nancy Watkins to the Southwest Florida Water Management District.
James “Jim” Turner
Turner is Senior Counsel at Williams Parker Law Firm. Active in his community, he is a member of the Greater Sarasota Chamber of Commerce Government Issues Council and was the recipient of the 2023 Lawyer of the Year Award from Best Lawyers. Turner earned his bachelor’s degree in management science and accounting from Duke University and his juris doctor from the University of Florida.
Paul “Jack” Bispham
Bispham is the Owner and Operator of Red Bluff Plantation and the Sole Owner of Paul’s Parrish. Active in his community, he is a member of the Sarasota Sportsmen’s Association and previously served as Chair of the Argus Foundation. Bispham earned his bachelor’s degree in agriculture from the University of Florida.
Johnnie Hall
Hall is the Owner of the Polk Community Association Management. He served as a member of the Polk County Cattleman’s Association and was previously elected as a Polk County Commissioner. Hall earned his associate degree from Polk State College and his bachelor’s degree in business administration from Saint Leo University.
Nancy Watkins
Watkins is a Certified Public Accountant for Robert Watkins and Company. Active in her community, she currently serves on the Hillsborough Community College District Board of Trustees and previously served on the University of South Florida Board of Trustees. Watkins earned her bachelor’s degree from the University of South Florida.
