SWFWMD governing board elects officers for 2021-2022 term

The Southwest Florida Water Management District Governing Board voted, at its May 25 meeting, to elect officers for the 2021-2022 term. The officers will assume their positions for the 2021-2022 term 24 hours before the June Governing Board meeting, scheduled for Tuesday, June 22, at 9:00 am.

Kelly Rice was re-elected chair of the Governing Board. Rice represents Citrus, Lake, Levy and Sumter counties. He's a small business owner involved in real estate, agriculture and health care. Rice was appointed to the Governing Board in September 2015 and reappointed in September 2019.

Joel Schleicher was re-elected vice chair of the Governing Board. Schleicher represents Charlotte and Sarasota counties and has used his vast knowledge as a successful entrepreneur to challenge the status quo while giving back to the community via various organizations. Schleicher was appointed to the Governing Board in May 2017 and reappointed in July 2019.

Rebecca Smith was re-elected secretary of the Governing Board. She represents Hillsborough and Pinellas counties. Smith is the president and chief executive officer for both the A.D. Morgan Corporation, a construction firm, and WoofGang Solutions, LLC, a facilities management software solution company. Smith was appointed to the Governing Board in May 2017.

Ed Armstrong was elected treasurer of the Governing Board. Armstrong represents Pinellas County and has been a shareholder since 2013 with Hill Ward Henderson, based in Clearwater and Tampa. Armstrong was appointed to the Governing Board in June 2014 and reappointed in October 2020.

A 13-member Governing Board establishes policies for the entire 16-county District. The Governing Board represents a wide cross section of interests, including agricultural, recreational, business, industrial, urban, rural and the public. Board members are unpaid citizen volunteers appointed by the Governor and confirmed by the Florida Senate. They serve four-year terms. The Governing Board also appoints the District’s Executive Director, who directs all District activities; the Florida Senate confirms this candidate.

Other Governing Board Members, with the county/counties they represent include Ashley Bell Barnett (Polk County), Jack Bispham (Manatee County), Roger Germann (Hillsborough County), Johnnie Hall (Polk County), William Hogarth (Pinellas County), John Mitten (Hernando and Marion counties), Seth Weightman (Pasco County), and Michelle Williamson (Hillsborough County).
